X_HeERO as a project

The X_HeERO project focuses on preparing Public Safety Answering Points (PSAPs) in EU Member States for the forthcoming roll-out of the Next Generation (NG) eCall system, based on the 112 emergency number. The project aims to ensure that PSAPs across Europe are fully equipped to handle eCalls using modern packet-switched technology, which enables faster and more reliable data transmission during emergency calls. This transition is essential as mobile communications networks increasingly move away from circuit-switched technology.

The main objective of X_HeERO is to create a comprehensive plan to guide PSAPs in upgrading their infrastructure to support Next-Generation (NG) eCall. This plan will cover the hardware, software and procedural upgrades required for PSAPs to be interoperable across borders and to manage the exchange of digital data with other entities, such as traffic management centres. The project will include extensive testing to ensure that the entire communication flow, from vehicles to PSAPs, functions seamlessly.

In addition to infrastructure upgrades, X_HeERO will address several key challenges facing the eCall system. These improvements include enhancing data integration from third-party service providers (TPS), better management of eCall data relating to vulnerable road users and autonomous vehicles,
and optimising emergency response and network management within the Trans-European Transport Network (TEN-T). The project will also assess the issues identified in previous initiatives and propose solutions to improve the usability and scope of the eCall system.
